This is a common query for those who are setting up a budget for the first time after moving to multiple ledgers. The reason is that the ledgers default options have not been set up in full.
Go to the Property > Ledgers tab
Select Edit next to the outgoings ledger and assign required chart of accounts to the ledger, including the outgoings revenue codes as well as the expenditure codes.
Once you go back in to approve your budget by area, you should be able to select the outgoings ledger.
If you get an error next to the tenancy that states "No Existing Template", that means that there is no outgoings template set up under the tenancy > Rent & Outgoings tab. There must be a base template set up so that the budget knows what frequency you charge the tenant.
If you get an error under the selected outgoings template that states "Must be for same client account used by outgoing template", that means you are trying to use a ledger in a different trust account that does not match the current outgoings template on the tenancy. Make sure the correct ledger is selected when approving the outgoings templates.
If you cannot select the outgoings ledger, make sure your property ledgers are configured correctly with the chart of accounts selected against the default ledgers.
